8.When the building is not in the sea Therefore, there is no need to be determined or controlled or pay a fee. to government agencies that control the use of marine areas in any way

2.) มาตรการไม่ให้มีภาวะน้ำท่วมในโครงการ M1 M2 M3 เลย ถึงแม้ว่าจะมีน้ำทะเลหรือน้ำจืดไหลเข้ามาในที่ดินของโครงการบ้าง ในยามที่ต้องปิด-เปิดน้ำที่ตามความจำเป็นหรือ ตามความต้องการของเจ้าหน้าที่ดูแลน้ำ ก็ตาม โดยที่ประตู ปิด-เปิดน้ำจะมีตาข่ายป้องกันขยะ หรือ สัตว์น้ำเข้า-ออก เพราะ

2.1 มีเขื่อนหินที่มีแผ่นพลาสติกกันน้ำซึมจากภายนอก ตลอดแนวที่ติดกับโครงการเพื่อกั้นน้ำทะเล หรือ น้ำจืดไหลซึมเขื่อนหิน

2.2 หากน้ำทะเล หรือ น้ำจืดภายนอกมีแนวโน้มสูง ฝ่ายบริหารโครงการได้จัดมีเครื่องจักรพลังแสงอาทิตย์ ทำงานได้ตลอด 24 ชม. เพื่อดูดน้ำทะเลออกลงทะเล (กรณี M1 M2) หรือหากมีน้ำเหนือไหลท่วม สามารถดูดน้ำจืดออกไปยังคลองใกล้เคียง (กรณี M3) ได้ทันการ ซึ่งผู้บริหารโครงการได้ตระหนักและห่วงใยในเรื่องน้ำท่วมที่น้ำจากภายนอกแล้วป้องกันน้ำไหลเข้ามาที่ดินของโครงการเป็นอันดับแรก

2.3 มีระบบเฝ้าระวังและเตือนภัย มีระบบแสดงระดับน้ำและแจ้งเตือนระดับน้ำในโครงการ ( Monitor Censor)เข้าไปยังศูนย์ทำงานดูแลระดับน้ำของโครงการ และไปยังมือถือของเจ้าหน้าที่และผู้บริหารโครงการ ที่สามารถควนคลุมการทำงานของเครื่องจักรสูบน้ำออก จากมือถือได้ทันทีที่มีการแจ้งเตือนผ่านมือถือมา

2.4 หากในกรณีน้ำภายนอกเริ่มสูงขึ้น เช่นน้ำทะเลหรือน้ำจืดเพิ่มระดับจะเริ่มสูงเกินเขื่อนหินกั้นน้ำ โดยที่ในฐานะ Vicharn Group ในปัจจุบัน เป็นผู้ประกอบธุรกิจ ในเรื่อง 1.ขุด 2.ถม และ 3.ปรับที่ดินโดยเกี่ยวข้องกับทำ ดิน,ทรายและ หิน มีความพร้อมทั้ง คน เครื่องจักร และ ประสบการณ์ จึงมีความสามารถในการทำเขื่อนหินให้สูงตามสภาพเป็นจริง และให้เหมาะกับระดับน้ำภายนอก ทั้งยังสามารถเสริมหินป้องกันไม่ให้น้ำภายนอกไหลข้ามพ้นเขื่อนในระดับเดิม และทำให้น้ำภายนอกไหลล้นเข้าไปในที่ดินภายในได้ยาก

2.5 แนวเขื่อนหินของโครงการ M1 M2 อาจสูงกว่าระดับน้ำทะเลไม่มากนัก เพราะต้องการรักษาทัศนียภาพทางทะเล และหน้าเขื่อนหินจะหาดทรายเทียมไว้เป็นที่ให้เล่นน้ำทะเล หรือ ทำกิจกรรมบนชายหาด ส่วน โครงการ M3 เขื่อนหิน มีระดับสูงเท่ากับระดับน้ำท่วมสูงสุดในครั้งสุดท้าย ยกเว้นเกิดน้ำท่วมฉับพลัน

2.6 ในกรณี M3 อยู่ในเขตที่เคยมีภาวะน้ำท่วมในอดีต โดยที่รัฐบาลชุดที่แล้วมีโครงการป้องกันน้ำท่วม 9 โครงการและโครงการใหญ่ขุดคลองระบายน้ำที่เรียกว่าขุดคลองเจ้าพระยา 2 ซึ่งโครงการจะเสร็จในอีก 3 ปีข้างหน้า (รวม 9 คลิป https://www.youtube.com/watch?v=CjateR9DZcI&list=PLschAZB_Q5WdgmPmf8UvBwt4cIxuigmTg ) ทางผู้โครงการจึงมีมาตรการเตรียมเครื่องจักรดูดน้ำออกเพื่อสู้น้ำไหลเข้า เครื่องจักรดูดน้ำออกจะมีการเตรียมไว้ให้มากเครื่อง กว่าที่ M 1 M 2 และการสูบน้ำออกสามารถทำได้ทันที

3.) เมื่อไม่มีปัญหาระดับน้ำ เพราะการจัดการและการเตรียมการที่ดีข้างตัน โครงการจึงสามารถควบคลุมระดับน้ำที่แหล่งน้ำรวมได้ ดังนั้นตัวอาคารที่สร้างบนน้ำทั้งหมดก็จะไม่ต้องยกตัวอาคาร หรือ ย้ายตัวอาคารหนีน้ำ แต่อย่างใด

4.) การดูแลคุณภาพน้ำในแหล่งน้ำรวม และ การบำบัดน้ำเสียของโครงการ M1 M2 M3

4.1 ไม่ให้มีการทึ้งขยะ ปฏิกูล หรือ น้ำเสียลงในที่รวมน้ำหรือแหล่งของน้ำรวมของโครงการ ซึ่งโครงการจะมีการกำหนดให้ผู้พักอาศัย หรือ ผู้ประกอบธุรกิจหรือบริการ บนน้ำ(น้ำทะเล หรือ น้ำจืด) โดยห้ามเทน้ำเสีย หรือ น้ำจากการขับถ่ายของเสียลงในน้ำในที่รวมหรือแหล่งของน้ำกลาง และรวมถึงลูกค้าที่มาใช้บริการ โดยที่ผู้ประกอบการต้องแจ้งให้ลูกค้าทราบและขอความร่วมมือ หากมีการละเมิดจะมีการปรับ และ มีมาตรการเพิ่มเติมหากไม่ได้รับความร่วมมือ

4.2 มีบ่อบำบัดน้ำเสีย และ ปรับคุณภาพน้ำเสีย ที่ทันสมัย และมีประสิทธิภาพ ตามข้อกำหนดของทางราชการ และ ของกระทรวงสิ่งแวดล้อมก่อนที่จะระบายออกไปทะเล หรือคลองสาธารณะบริเวณใกล้เคียง

4.3 โดยจะมีบริษัทภายนอก ที่ปรึกษาสิ่งแวดล้อมทางน้ำ จะมาตรวจคุณภาพน้ำในที่รวมหรือแหล่งของน้ำกลาง ของโครงการ และออกใบรับรอง ทุก 3 เดือน เพื่อไปแสดงบน Website ของ The SUN Academy (TSA) ต่อไปทุกครั้ง

4.4 โดย Vicharn Group จะมีการเพาะเลี้ยง แพลงก์ตอนพืช (Phytoplankton) (ได้แก่ พืชกลุ่มที่มีสารในเซลล์ทำให้สามารถดูดซับพลังงานแสงและใช้พลังงานแสงร่วมกับก๊าซคาร์บอนไดออกไซด์ในกระบวนการสังเคราะห์) เพื่อให้น้ำทะเลภายในเกาะ มีสีฟ้า มีสภาพคล้ายกับที่ Maldives ที่มหาสมุทรอินเดีย

5.) โดยในทุก 3 เดือน เพื่อ 1.) การรักษาความสะอาดและสุขนามัย 2.ความปลอดภัย 3.รักษาสิ่งแวดล้อม ในการอยู่ร่วมกันอย่างผาสุก ปลอดภัย และ รักษาสิ่งแวดล้อมเป็นอย่างดี ผู้บริหารโครงการจะส่งเจ้าหน้าที่เข้าไปตรวจทุกอาคาร ทุกเครื่องกีฬาทางน้ำ เครื่องเล่นทางน้ำ พร้อมข้อเสนอแนะนำเพื่อการปรับปรุง พร้อมส่งเอกสารเข้าเยี่ยมและข้อแนะนำ แก่ผู้ประกอบการ โดยไม่คิดค่าใช้จ่าย และผู้บริหารโครงการจะให้รางวัลแก่ผู้แจ้งหากมีการละเมิด โดยจะเก็บรายชื่อผู้แจ้งไว้เป็นความลับ

6.) ผู้พักอาศัยและผู้ประกอบการในโรงแรม ลอยน้ำ มีความมั่นใจ ในความปลอดภัยจาก

6.1 ที่ M1 M2 น้ำทะเล จะเพิ่มสูงขึ้นทีละน้อย หรือ ไม่เพิ่มระดับฉับพลัน ซึ่งสามารถทำเขื่อนเสริมได้ หรือ ที่ M 3 หากรัฐบาลไทย ทำโครงการป้องกันน้ำท่วมเสร็จใน 3 ปี ทางโครงการก็ไม่จำเป็นต้องเพิ่มความสูงของเขื่อนหินอีกต่อไป

6.2 เพื่อป้องกันอันตรายจากการเล่นน้ำ หรือ ตกน้ำนั้น มีการกำหนดให้แหล่งน้ำรวมจะไม่ลึกมาก โดย อาคารที่สร้างบนน้ำจะมีระดับน้ำเฉลี่ย เพียงแค่ 1 ถึง 1.20 เมตรเท่านั้น (ยกเว้นทีเครื่องเล่นน้ำที่ต้องการน้ำลึก)

6.3 ไร้มิจฉาชีพทางน้ำ เช่นโจรปล้นทรัพย์สินจากเรือ หรือ อาชญากรรม เพราะ ภายในพื้นที่โครงการเป็นที่ปลอดภัย มีรั้วล้อมรอบ และ มีกล้องวงปิด (CCTV )ใช้พลังงานแสงอาทิตย์ และยามรักษาความปลอดภัยในเขตพื้นที่ส่วนกลางตลอด 24 ชม.

6.4 ไร้สัตว์เลื้อยคลานที่น่ากลัว หรือ สัตว์น้ำที่ทำอันตรายมนุษย์ได้ เนื่องจากเป็นพื้นที่ปิด ไม่ใช่พื้นที่เปิด ไม่ใช่ทะเลเปิด หรือ มีคลองสาธารณะไหลผ่าน จึงไม่มีสัตว์น่ากลัวเช่นปลาฉลาม ปลากระเบน งู ปลาไหลไฟฟ้า แมงกะพรุน โดยผู้บริหารโครงการจะคัดเลือกสัตว์น้ำมาเพาะเลี้ยงในแหล่งน้ำกลาง เพื่อปล่อยอย่างอิสระ และ ห้ามผู้ใด ปล่อยสัตว์น้ำโดยเด็ดขาด หากจะปล่อยสัตว์น้ำเพื่อทำบุญ ทางโครงการจะมีบ่อน้ำเล็ก ๆ อีกแห่งที่พอเหมาะสำหรับปล่อยปลาโดยเฉพาะ พร้อมห้ามมีการจับสัตว์น้ำในโครงการเช่นกัน

7.สำหรับ โครงการ M1 M2 นั้นการมีเขื่อนหินสามารถป้องกันการเซาะพังทลายของทะเลได้ และแม้ว่าในภาวะโลกร้อนแผ่นน้ำแข็งขั้วโลกละลายทำให้ระดับน้ำทะเลที่สูงขึ้นทีละเล็กทีละน้อย ก็ตาม 7.1 โดยในอีก20 ถึง 30 ปีข้างหน้า ภายในตัวเกาะจะไม่จมไปในน้ำทะเล แต่การมีเขื่อนหินล้อมรอบ จะทำให้พื้นที่ภายในเขื่อนหินจะกลายกลายเกาะสวรรค์ไป เพราะภายในเกาะจะมีระบบคลองเหมือนเนเธอแลนด์ และ เมืองเวนิส อิตาลีคาดว่าเกาะที่เกิดขึ้นจากการนี้ ตัวเกาะคงอยู่ไม่ไกลตัวแผ่นดินมากนัก 7.2 และจะมีการใช้เรือท้องแบน(แบบเรือข้ามเกาะ) โดย Vicharn Group จะพิจาณาคัดเลือกเอกชนเพื่อรับจ้างเรือข้ามในการขนถ่ายสิ่งของ คน และ รถยนต์ จากแผ่นดินมายังเกาะ 7.3 หากใน 50 ปีข้างหน้า หากน้ำทะเลภายนอกเขื่อน สูงกว่าระดับน้ำภายในเกินกว่า 1 เมตร หากมีความจำเป็นต้องปรับระดับน้ำภายในและระดับภายนอกให้เท่ากัน (เป็นการสมมุติขึ้น ไม่น่าจะเกิดขึ้น โดยที่มีเขื่อนหินล้อมรอบพร้อมมีพลาสติกพิเศษกันน้ำซึม ทั้งมีการสูบน้ำออกเพื่อรักษาระดับน้ำภายใน) Vicharn Group มีทางออกเรื่องการจมน้ำตัวอาคารจมน้ำ โดยที่โรงเรือน หรืออาคาร (ที่ไม่มีน้ำหนักมากเกินขีดความสามารถการยกของ เรือยกอาคารระบบไฮดรอลิค) จะสามารถถูกยกให้สูงขึ้นทีละฟุตได้ เพื่อการต่อเสา เพื่อให้ระดับของอาคารดับมีระใกล้เคียงเท่ากับระดับน้ำภายนอกเขื่อนหิน Vicharn Group จะพิจารณาคัดเลือกเอกชนที่มีกิจการเรือยกระบบไฮดรอลิค (Hydraulic) เพื่อรับจ้างยกตัวอาคาร แล้วทำการต่อเสาให้ตัวอาคารหรือเสาสิ่งปลูกสร้าง ซึ่งการต่อเสาคงทำได้ไม่ยาก หรือผู้ประกอบการจะทำเองก็ได้หากเห็นว่าเป็นการสะดวก 7.4 ที่แน่นอนคือ ราคาที่ดินติดน้ำทะเลก็ยังคงถูกอยู่ ไม่น่าจะแพง เมื่อเทียบกับราคาที่ดินบนแผ่นดินคงที่สูงขึ้นเรื่อย ๆ แต่ทุกชีวิตบนเกาะสวรรค์บน Maldives in Thailand ก็ยังดำเนินต่อไปด้วยความสวยงาม และเต็มไปด้วยความผาสุก เหนือคำพรรณา

8.) เนื่องจาก Project A 1 เพื่อสร้างโรงแรมหรือ Resort หรูสไตล์ Maldives บนน้ำทะเล หรือน้ำจีด ของ Maldives in Thailand ดำเนินการโดย Vicharn Group และ The SUN Academy(TSA) ตัวอาคารของโรงแรมหรือ Resort มิได้ สร้างบนทะเลหลวง หรือ ที่ดินของภาครัฐ แต่เป็นการสร้างบนที่ดินของผู้ลงทุน หรือ บนที่ดินของ Vicharn Group จึงไม่ต้องเสียค่าธรรมเนียมรายปีให้ภาครัฐในการสร้างบนทะเล
